'Dangerous' AI Models: A Global Challenge Beyond Single Bans

Late last week, Anthropic, a prominent AI development firm, was compelled to take its advanced AI models, Claude Fable 5 and Mythos 5, offline. This action followed a stringent export-control directive issued by the United States government, which explicitly prohibited "any foreign national" from accessing these services. The company has since engaged in discussions with the White House, but as of now, no agreement has been reached to reinstate these offerings, leaving a significant gap in their public availability and raising questions about the future of powerful AI models.
Since the debut of Mythos in April, Anthropic itself has consistently highlighted and warned about the model's sophisticated dual-use capabilities. While it can adeptly identify software vulnerabilities, aiding cybersecurity defenders in patching them, it also possesses the capacity to devise methods for exploiting these very vulnerabilities, a feature that could be leveraged by malicious actors. Recognizing this inherent "double-edged sword," Anthropic initially adopted a cautious release strategy. Mythos Preview was first made available to a select consortium as part of Project Glasswing, followed by a private release of Mythos 5 to the same group. Claude Fable 5, a model of similar grade, was released to the general public but with specific safeguards blocking responses related to biology and cybersecurity.
Despite these precautions, the Trump administration moved to restrict both models, expressing concerns that Fable 5's guardrails could potentially be disabled, thereby granting full access to Mythos 5's capabilities and posing a significant national security risk. However, experts in the field largely view this institutional clash as merely a temporary delay or a superficial masking of an undeniable truth. Tarah Wheeler, Chief Security Officer of TPO Group, succinctly put it: "It's myopic in the extreme to think that no other competitors to Anthropic will develop similar capabilities to Mythos or even that they have not already done so." This sentiment is echoed by Anthropic's own Logan Graham, who warned in April that the world needs to prepare for these capabilities to be "broadly available in 6, 12, 24 months." Indeed, other major players like OpenAI have already made similar moves, privately releasing cybersecurity-focused models and expanding their strategies in this domain.
The consensus among researchers and cybersecurity leaders is that the issue transcends a single company or a specific model. Bruce Schneier, a researcher at Harvard and the University of Toronto, emphasizes that "it's not one model; it's the general trend of technology." He points out that smaller, cheaper, open-source models, whether independently or in concert, can already match or soon will match the performance, creativity, and tenaciousness of Mythos/Fable. This underscores a broader technological shift where advanced AI capabilities are becoming increasingly democratized and accessible, making isolated restrictions on one company's offerings largely ineffective in the long run.
In light of this inevitable progression, many cybersecurity leaders argue that the White House's current export-control directive is misguided. Instead of focusing on restricting individual models, experts contend that governments worldwide, including the US, need to urgently develop much broader, more transparent, and democratically informed plans for how to effectively contend with the rapid and inevitable advances in AI capabilities, particularly in sensitive areas like cybersecurity. As Chris Wysopal, cofounder of Veracode, aptly states, "The policy question is not whether a technology has risk... The question is whether a specific restriction meaningfully reduces that risk or whether it mainly slows down the people trying to make systems safer." The true challenge lies in proactive governance and comprehensive strategies, not in reactive, isolated bans.
